Start by going to the Device Manager. Once there do the following:
Expand the Ports ‘(COM& LPT)’
You should be looking at something like this:
As you can see Windows has set the port to COM10. However many legacy applications expect the port to be between 1-4. Let’s change that:
Right click on the device and click on ‘Properties’.
Click on ‘Port Settings’. Then click on ‘Advanced…’.
Once you’re in ‘Advanced Settings for COM10’ on the bottom you can see the ‘COM Port Number: COM10’. Vlc player software download. Click on that to change it to the lowest possible number (between 1-4).
Then click ‘OK’ on all open Property Windows.
Now the device should look like this:

You can check what device is using what COM port from the Device Manager. It will be listed under the hidden devices. From the Device Manager, select View - Show Hidden Devices. Now when you expand the (PORTS) COM ports section you will see all of the COM ports listed there. To check what port is used by what service. The COM number is assigned to the USB serial port adapter itself whenever it's connected, and again that's all handled by Windows, not the system. If there was a known issue with your device when trying to use it with certain versions of Windows, that might be understandable, but this wouldn't be a situation where this USB device doesn't work.
